I would say 99.999999% of learners at the language exchange website that I visit, actually only speak English about the langauge they hope to learn. Of course, thats life in America, English speakers, don't usually have an overwhelmingly important need to learn another languages, so they usually don't. But, we aren't in that 99+ percentage, we are serious students. Still I wish I could go to a website, in the lack of any 'official' source, any website, and say to my language partner SEE, we are NOT ALLOWED to speak in English, every other session. I have even thought about the idea, that you don't need to do an exchange. Just find yourself a native speaker of that language, who just doesn't know English at all. Online this is possible now. But, we aren’t in that 99+ percentage, we are serious students.
